Building Consent Authorities are required to assess the competency of Building Control Officers at least every two years.
The competency assessment is undertaken against the requirements of Regulation 10(3), which focuses on six key competency areas:
- Design & Construction Principles
- Building Products & Methods
- Legislation & Building Code
- Core Building Control Functions
- Communication Skills
- Quality Systems & Procedures
From Competency Assessment to Capability Development
Step 1: Competency Assessment
The officer is assessed against the Regulation 10 competency framework.
Step 2: Gap Analysis
Areas requiring development are identified.
Step 3: Individual Training Plan
A structured training plan is developed to address identified competency gaps and support ongoing professional development.
Step 4: Learning & Development
The officer completes a combination of:
• Online learning modules
• Workplace activities
• Mentoring and coaching
• Technical discussions
• Practical experience
• External training where required
Step 5: Progress Monitoring
Managers can monitor progress against the Training Plan and maintain competency records.
Step 6: Competency Review
Evidence is reviewed to demonstrate ongoing competency and readiness for the next assessment cycle.
